
On the afternoon of June 24, Liu Zhenmin, China’s Special Envoy for Climate Change, former UN Under-Secretary-General, and former Vice Minister of Foreign Affairs, visited Dalian Maritime University (DMU) to meet and exchange ideas with faculty and students at the Ruth Mulan Chu Chao Student and Faculty Activity Center.

Drawing on his extensive experience in foreign affairs and diplomacy, Special Envoy Liu shared his insights with the audience regarding the evolutionary logic and practical significance of the global transportation landscape. He noted that China’s status and influence on the international stage continue to rise. Moving toward the grand goals of basically achieving socialist modernization by 2035 and building China into a great modern socialist country by 2050, accelerating the development of a strong transportation nation carries critical strategic significance. He emphasized that amid the accelerating transformations unseen in a century, the global ocean governance framework is undergoing profound changes. Global governance challenges in fields such as the marine environment, transport safety, resource development, and trade rules are increasingly intertwined. This creates an urgent need to cultivate a new generation of global governance talent who possess strong ideals and convictions, a deep understanding of national conditions, policy expertise, excellent foreign language skills, and strong communication capabilities. He encouraged DMU students to foster deep patriotism, broaden their international perspectives, remain down-to-earth, embrace lifelong learning, maintain a positive attitude, and proactively integrate their personal growth into the broader blueprint of national development.

During the interactive session, students eagerly raised questions on topics such as career development planning and the competencies required for working in international organizations, which Special Envoy Liu Zhenmin addressed in detail one by one.
Faculty and student representatives from relevant colleges, along with responsible officials from the School of Foreign Languages and the International Cooperation and Exchange Office, attended the exchange activities.
