
On the morning of June 7, the Second Northeast Asia Forum on Maritime Rule of Law was held in Dalian. Shan Hongjun, President of Dalian Maritime University was invited to attend the forum and deliver a speech.
President Shan Hongjun gave a brief overview of DMU’s achievements in supporting the development of maritime legal frameworks, as well as its ongoing research and practical initiatives in the fields of maritime law and arbitration. He emphasized that the global shipping industry is undergoing profound transformation. Emerging technologies—such as smart ships, green shipping, and blockchain applications—are reshaping the industry’s ecosystem. Meanwhile, challenges related to maritime safety risk management, marine environmental responsibility, and the resolution of complex cross-border disputes are becoming increasingly prominent. These developments underscore the urgent need for a unified, transparent, and efficient regulatory framework for global shipping. He expressed that, in the face of both opportunities and challenges brought about by this transformation, Dalian Maritime University stands ready to work hand in hand with industry stakeholders to fulfill its mission in this new era. By deepening practical cooperation and advancing innovation, the university aims to contribute to building a more just, efficient, and open legal order for shipping in Northeast Asia—and to serving the country's higher level of opening up and contributing to the construction of a strong transportation nation, a strong maritime nation, and a strong shipping nation.
The forum was co-hosted by the Dalian Arbitration Commission/Dalian International Arbitration Court, Dalian Maritime University, China Shipowners’ Association, and the Dalian Municipal Transportation Bureau. It focused on key issues related to the revision of the Special Maritime Procedure Law of the People's Republic of China, as well as the development of diversified dispute resolution mechanisms for maritime cases in the context of the ongoing revision of the Arbitration Law of the People's Republic of China. Nearly 150 participants including representatives from major domestic arbitration institutions, arbitration experts, judges, arbitrators, lawyers, and scholars attended the event.
