On September 7, the opening ceremony of the Training Program on Enhancing CCS’ Comprehensive Competence in International Affairs was successfully held at DMU. Xing Fanhui, Secretary of the Party Committee of CCS Dalian Branch; Liu Dong, Secretary of the Party Committee of CCS Wuhan Rules & Research Institute; and Wang Zhuojuan, Director of the Human Resources Department of CCS Headquarters, attended the ceremony. Luo Zhongshan, Secretary of the CPC DMU Commission for Discipline Inspection, was also present. The ceremony was presided over by Cao Xingguo, Deputy Dean of Dalian Maritime University Law School.

On behalf of DMU, Luo Zhongshan welcomed CCS leaders and trainees and expressed his gratitude to CCS for its longstanding care, support and trust. He emphasized that the training program represented a concrete step toward deepening the framework cooperation agreement between the two sides and translating their areas of cooperation into tangible results. After highlighting DMU’s notable achievements in actively participating in the affairs of the International Maritime Organization (IMO), he noted that the university attached great importance to the program. In response to CCS’s training needs for enhancing comprehensive competence in international affairs, DMU had carefully designed the curriculum and would make every effort to ensure effective teaching, organization and support services. He encouraged the trainees to bring questions arising from their work into the classroom, engage in in-depth dialogue with experts, and connect their practical experience with cutting-edge theories. He also hoped that they would experience the university’s campus culture outside the classroom, making their time at DMU both rewarding and memorable.

Xing Fanhui delivered a mobilization speech at the opening ceremony. He stated that the program was an important initiative to implement the relevant directives of the Ministry of Transport on developing CCS into a world-class, modern classification society and to advance the development of an internationally competent workforce across the CCS system during the 15th Five-Year Plan period. As competition over international maritime rules continues to intensify, he stressed the urgent need to build an internationally oriented talent pool equipped with a global vision, professional expertise, innovation capabilities and cross-cultural communication skills. On behalf of CCS, he thanked DMU for assembling a strong teaching team, carefully designing the curriculum, and providing comprehensive support for the trainees’ studies and daily lives. He put forward four expectations for the trainees: maintain a broad perspective and value this learning opportunity; devote themselves to their studies and enhance their capabilities; apply what they learn and turn learning outcomes into practice; and observe all rules and disciplines while presenting a positive image. In closing, he wished the trainees a rewarding learning experience and expressed his hope that the two sides would further deepen their cooperation and jointly contribute to China’s development as a leading country in transportation and maritime affairs.

Han Jialin spoke on behalf of the instructors, while Zhou Hansen delivered remarks as a representative of the CCS trainees.

Following the ceremony, representatives from both sides held a discussion. Dalian Maritime University Law School presented a summary of the recently completed training project for CCS Wuhan Rules & Research Institute. The two sides also engaged in in-depth discussions on plans for cultivating internationally competent professionals.

The two-month program adopts an immersive training model integrating theory with practice. It aims to systematically strengthen the trainees’ capabilities in areas including research on international maritime rules, proposal drafting and negotiation strategies, cultivating a strong pool of international affairs professionals for the CCS who understand international rules, communicate effectively and negotiate skillfully.
