DMU and YingKou MSA Sign Cooperation Agreement

On the morning of March 5, Dalian Maritime University (DMU) and Ying Kou Maritime Safety Administration (Ying Kou MSA) signed a cooperation agreement in Bayuquan, Yingkou. The signing ceremony and subsequent discussions were attended by Shan Hongjun, President of DMU; Li Daze, Secretary of the Party Leadership Group and Director of Ying Kou MSA; Sun Shihui and Yu Xibin, Deputy Directors of Ying Kou MSA; Li Jin, Head of the Discipline Inspection Group of Ying Kou MSA, among others.


Shan Hongjun, speaking on behalf of the university, expressed gratitude to Ying Kou MSA for its consistent care and support for DMUs development and provided a brief overview of the university and the operation of the International Maritime Institute. He noted that since its establishment as a physical entity, the International Maritime Institute has focused on empowering high-quality maritime development by continuously strengthening cooperation with the maritime safety administration system in areas such as capacity building, technological empowerment, and strategic research, achieving positive results. He emphasized that DMU remains committed to open, collaborative, and mutually beneficial partnerships. Recognizing Ying Kou MSAs rich resources in research application scenarios and maritime data, he highlighted the solid foundation and broad prospects for cooperation. President Shan expressed hope that the signing of this agreement would serve as a new opportunity and starting point to deepen practical collaboration in talent development, technological innovation, and strategic research. This partnership, he stated, would not only empower the high-quality development of both institutions but also contribute significantly to serving and accelerating the development of a country with strong transportation network.


Li Daze extended a warm welcome to Shan Hongjun and his delegation, and briefly elaborated on the work philosophies and innovative measures of Ying Kou MSA in ensuring maritime traffic safety, protecting the water areas and safeguarding the overall rights and interests of seafarers. He stated that the maritime shipping sector is currently undergoing profound technological transformation. Faced with the new situation and new challenges, Ying Kou MSA has an increasingly urgent demand for new technologies and ideas in the field of maritime supervision. He expressed the hope to leverage DMU’s advantages in disciplines, scientific research and platforms, and rely on Ying Kou MSA’s abundant practical application scenarios to continuously explore new cooperation paths and identify synergy points for cooperation in joint project research, treaty implementation research, talent development and other areas, so as to drive the two sides to produce more high-quality cooperation outcomes and jointly boost the high-quality development of the maritime cause.

Following the discussions, Shan Hongjun and Li Daze signed the cooperation agreement on behalf of their respective sides.

Relevant responsible officials from the Supervisor’s Office, General Office, Comprehensive Planning Department (Science and Technology Information Department), Human Resources and Education Department, Command Center (Search and Rescue Center Office), Navigation Administration Department and Logistics Management Center of Ying Kou MSA, as well as those from the Party and Government Office, Science and Technology Department, International Maritime Institute and Institute of Social Sciences of DMU, attended the signing ceremony and the discussions.
