DMU Holds Inauguration Ceremony for "Dalian MSA Mariner Affairs Service Station"

On January 9, the first university-based mariner affairs service station and mariner support center in Liaoning—the "Dalian MSA Mariner Affairs Service Station"—was officially launched at DMU. Vice President Zeng Qingcheng, Ji Yingfeng, Secretary of the Party Committee of Dalian Maritime Safety Administration, attended the ceremony and unveiled the plaque for the service station. The event was presided over by Xing Yongheng, Director of the Third Supervision Department of Dalian Maritime Safety Administration.




Zeng Qingcheng, on behalf of DMU, expressed gratitude to Dalian Maritime Safety Administration for its long-term support to the university's development and construction, and extended warm congratulations on the official launch of the service station. He noted that the establishment of the service station is a significant initiative by the university to deepen government-university integration and optimize the educational environment. It provides unprecedented convenience and comprehensive support for maritime students in internships, practical training, and certificate processing, marking a new phase of collaboration between the two parties.

Ji Yingfeng stated that the service station represents an important practice by maritime authorities to deepen the "streamlining administration, delegating powers, and improving services" reforms, proactively engage with universities, and support maritime education. She expressed hope that this deepened government-university cooperation would deliver efficient and convenient administrative services directly to teachers and students, effectively support the cultivation of high-quality maritime talents at the university, and jointly contribute to building a strong maritime nation.

During the ceremony, relevant personnel detailed the basic functions and service model of the Mariner Affairs Service Station. Subsequently, on-site staff conducted centralized information collection for some 2024 undergraduate students from university-enterprise cooperation classes in maritime majors, who are about to begin internships on the training ship "Yu Peng."


Representatives from relevant departments of Dalian Maritime Safety Administration and DMU Academic Affairs Office participated in the plaque unveiling event.

Introduction to the Dalian MSA Mariner Affairs Service Station:
To facilitate the processing and renewal of various maritime certificates for DMU teachers and students and to better support productive internships and practical teaching, DMU and Dalian Maritime Safety Administration conducted in-depth research and active consultations to jointly establish the "Dalian MSA Mariner Affairs Service Station." Now, teachers and students can complete the entire process of information collection, application submission, document submission, and certificate collection on campus, while maritime authorities concurrently conduct on-campus review, certificate production, and issuance. Driven by both "administration and service," the station not only relocates maritime administrative windows and mariner service functions to the campus but also serves as a comprehensive platform. It expands to cover diverse areas such as maritime regulation education, professional rights consultation, career planning guidance, and mental health support, making it an important support platform for cultivating maritime talents at our university.
