CSC Party Secretary and Secretary-General Sheng Jianxue Led a Delegation to DMU for Research and Exchange

On the afternoon of July 15, Sheng Jianxue, Party Secretary and Secretary-General of the China Scholarship Council (CSC), led a delegation to Dalian Maritime University for a working visit on the “International Cooperation Program for Cultivating Innovative Talents.” President Shan Hongjun and Vice President Zeng Qingcheng met with the delegation for discussions and exchanges.


On behalf of the university, President Shan Hongjun extended a warm welcome to Sheng Jianxue and his delegation. He gave a brief overview of the university’s development and its initiatives and achievements in actively serving national strategies and expanding high-level international cooperation and exchange. He emphasized that the university has always placed great importance on international collaboration and joint talent cultivation, and has established a strong foundation of cooperation with CSC through various programs. He stated that, under the continued guidance of the CSC, the university will further leverage its role in promoting international exchange and cooperation, actively explore new pathways for cultivating globally minded talent, strengthen the development of international platforms, and continuously enhance the level of internationalization in its education, with the goal of preparing more future-oriented international professionals.

Sheng Jianxue fully acknowledged the university’s achievements in cultivating innovative talent and promoting international cooperation. He noted that Dalian Maritime University has aligned closely with national strategic needs, actively advanced international exchanges and discipline development, and demonstrated solid program implementation with distinctive features. He stated that moving forward, the China Scholarship Council will continue to explore project-based approaches such as the International Cooperation Program for Cultivating Innovative Talents to grant universities greater autonomy, and encourage them to support their development through well-organized overseas study initiatives.

Director Ma Mingfei of the International Cooperation and Exchange Office gave a focused briefing on the implementation of the "International Cooperation Program for Cultivating Innovative Talents," highlighting how DMU has leveraged the program as a key driver to systematically enhance the quality and efficiency of its internationalization efforts. Following the presentation, both sides engaged in in-depth discussions regarding the interpretation of project policies, challenges encountered during implementation, and suggestions for further improvement.


During their stay at the university, Sheng Jianxue and his delegation conducted research at the Liaoning Underwater Robotics Engineering Research Center, the Intelligent Ship-Shore Digital Control Center, and the Liaoning Key Laboratory of Port and Logistics Hub Digitalization. They also toured the Maritime Education Museum. Officials from the China Scholarship Council and relevant departments of the university participated in the research and discussions.
