Responsible for human resources, talent development, scientific research, postgraduate education, and continuing education. Oversees Faculty Affairs Department of the Party Committee, Human Resources Department, High-Level Talent Office of the Party Committee, Science and Technology Department, Graduate School, Innovation and Entrepreneurship College, Continuing Educational College (Advanced Training College of Transportation), and the Maritime Training and Engineering Practice Center. Liaison for the Navigation College, College of Marine Electrical Engineering, and the Naval Architecture and Ocean Engineering College.
